The Integrated Access to JKN Information Service

Jakarta – “As Mrs. Head of the Ministry of Health said, since 2014 the new national health security (JKN) is due to implemented, cooperatively and collectively. The wealthy will help the needy, she said in advertisement. Oh I see, if we are all the needy getting ill in the future, the wealthy neighbors must help us to cover for its cost. If they won’t, then they are eligible for the suspect to be reported to the police because in our opinion they violated the JKN rule.” This statement comes from one of the workshop participants. The workshop was held in Porong to train the community skill how to organize them to become, as MediaLink call it, the informational community, (25/08/2013).

When they were asked about what they know about JKN program, the JKN Advertisement mostly referred by the community member to answer it. It is a medium created by the Ministry of Health to socialize that the new JKN will be soon implemented, due to start on 1 January 2014. The new JKN will replace the old Jamkesmas/ Jamkesda in scope of coverage, from the limited will transform to the universal coverage.

As lightly announced, the government will implement the new JKN based on health insurance system. It is mandated by the Act of National Social Security System (UU SJSN) and the Act of Administrator of Social Security (UU BPJS). The fundamental transformation of the health security system is about its obligatory membership and universally implemented to cover whole citizens, the wealthy have to self-pay and the needy are covered by the government.

Five months to work, the JKN information has not been maximally socialized by the appointed institution. The only prominent socialization medium reachable by the public is the television advertisement of JKN. It is the most familiar medium can be reached by the middle-lower public. But, its limited duration caused public misconception. The previous statement of a workshop participant comes to mind. It is about a disquiet and misconception when comes the time for them to get ill, then they directly ask for the medication coverage to the wealthy neighbors. The similar public disquiet and misconception will possible to happen to the physician, the hospital, and the health service provider.

Thus MediaLink identified the crucial information related to the JKN implementation, which is important for the public to know. They are information of: a) Transition of the previously listed in the old Jamkesmas/Jamkesda to the new JKN registration, during 2014-2019; b) Membership status migration, that the previously registered with Jamkesmas/Jamkesda to be guaranteed in the new JKN registration as the beneficiaries (PBI); c) Requirement needed to register themselves as the beneficiaries (PBI) of JKN; d) Procedure for the public to clarify the available information of the beneficiaries registered list; e) The scope of JKN services.


The Need of the Integrated Access to JKN Information Services

There are 17 ministries and related implementing institutions involved in JKN planning and implementation, with the various division of labor. Thus when the public need to access the JKN information, they have to door-to-door come to the each involved ministry. Away from the easier one, it is complicated mechanism for them. The JKN information retrieval will be much simpler if the integrated access to it is available. It will be enough for them to come only to a ministry or related implementing institution in order to obtain its information.

MediaLink proposed to the Ministry of Communication and information to plan a better strategy to deliver a better understanding to the public. It needs to cooperate with the Local Government to enable to reach to the lowest level. Its wider coverage and communicative delivery are assured enable a better understanding in the society. From the experiences of ASIK model application to communities in four areas (Kebumen, Wonosobo, Sidoarjo, Lumajang), MediaLink found that the JKN information dissemination is less decentralized to the lower level. Ironically, it is the first and foremost needed thing by the majority, who will be the most affected by its implementation. For MediaLink, as a socialization strategy, the advertisement is not good enough to deliver a better understanding, especially to the lowest level.

JKN program is included in the new SJSN, mandated by the Constitution. It is mandated for the State to continuously develop the social security system to cover whole citizens, and empower the needy according to the human dignity. To achieve its purposes, the government has provided the allocated budget for the public consciousness-raising to the JKN benefit packages; the socialization; the public education and advocating of the SJSN and BPJS Law.*
